Notice Of The Ministry Of Agriculture On Conducting Spot Checks On The Quality Of Silkworm Seeds And Mulberry Seeds

In order to stabilize and improve the quality of silkworm and mulberry seed seedlings, ensure the safety and maintenance of mulberry seed production (seedlings).

Scope of examination

(1) hybrid silkworm original species and Silkworm Hybrids

Jiangsu, Zhejiang, Anhui, Shandong, Henan, Hubei, Guangdong, Guangxi, Sichuan, Chongqing, Chongqing, Chongqing, and so on were the 13 main producing provinces (districts and cities), and the silkworm varieties and Silkworm Hybrids of main silkworm varieties produced in 2010.

(two) mulberry seeds and seedlings

Mulberry grafted seedlings produced by hybrid mulberry seeds in Guangdong and Guangxi autonomous region in 2011 and Jiangsu and Zhejiang provinces in 2010.

Two. Sampling time and quantity

(1) hybrid silkworm original species and Silkworm Hybrids

Sampling time: silkworm eggs were consumed in the bath and stored in the cold storage period, that is, January 2011, March.

Sampling quantity: Silkworm original species, 2 main producing provinces (districts and cities), 4 batches.

The Silkworm Hybrids, each province (District, city), extracted 2 Yao 3 cold storage. In silkworm eggs, 50 thousand batches of silkworm eggs were collected under 1 batches, 5 2 100 thousand batches and 2 3 batches.

(two) mulberry seeds and seedlings

The seeds of hybrid mulberry were sampled from May 2011 to June. 2 provinces, 3 seed gardens and 2 seed samples were collected from each province (District).

The grafted seedlings were sampled from December 2010 to January 2011, and 2 samples of 3 seedlings and 2 samples of 3 samples were collected from each province.

Three. Testing standards and projects

(1) hybrid silkworm original species and Silkworm Hybrids

The original silkworm species were tested according to "GB/T19179-2003" and "silkworm seed testing regulations" (GB/T19178-2003). The items included appearance packaging (single egg number, net rate, label, certificate), number of eggs per Zhang Liang, good egg rate, practical hatching rate, disease egg rate and purity.

The silkworm hybrids were tested according to the "Silkworm Hybrids" (NY326-1997) and "Silkworm Hybrids" (NY/T327-1997). The contents include: appearance packaging, egg quantity, good egg number, good egg rate, hybrids, Practical Hatchability and disease egg rate.

(two) mulberry seeds and seedlings

According to "mulberry seeds and seedlings" (GB19173-2003), "mulberry seed and seedling inspection regulations" (GB/T10177-2003) test.

Hybrid mulberry seed inspection items include: seed appearance, 1000 grain weight, germination percentage, moisture content, purity, cleanliness and so on.

The inspection items of mulberry grafted seedlings include appearance, seedling diameter, root system, purity test and Quarantine of harmful pests and diseases.

Four. Organization and management

The spot inspection commissioned the Ministry of agriculture's sericulture product quality supervision and Testing Center (Zhenjiang).

Led by the Ministry of quality inspection, cross examination is carried out.

The sampling personnel are composed of the personnel of the Department's quality control center, other provincial sericultural quality management departments, and the personnel department of the provincial (District, city) sericulture quality management departments and the sericultural production management department.

The personnel list of other province's Silkworm quality management departments should be strictly kept confidential.

The samples are inspected by the quality inspection center.

Five. Spot checks.

(1) the inspection personnel should supervise and inspect the spirit of scientific, fair, efficient and clean quality and conscientious and responsible working attitude, and carry out the spot inspection in strict accordance with the relevant standards.

(two) the competent departments of sericultural production in all provinces (autonomous regions and municipalities) should do well in preparation work, actively cooperate with each other, and jointly do the spot check work.

(three) the provincial, regional and municipal sericultural production departments that have not been included in the inspection shall also conscientiously do their own inspections according to the spirit of this circular.

(four) the Ministry of agriculture's sericulture product quality supervision and Testing Center (Zhenjiang) should strictly sample and inspect the work system, and submit the results of the sampling inspection to our planting management department as early as possible.

(five) my ministry will give a briefing according to the results of the spot checks, and find out the unqualified silkworm eggs in the spot checks. Not only will the silkworm farm be ordered to write written examination and conscientiously rectify and rectification, but from this year, we will find that the sericultural production department in charge of the provincial sericulture production department should write a written inspection and conscientiously organize rectification.
