E-Commerce Industry Standards Promulgated Recently

China's first national standard regulation of e-commerce industry will be introduced in the near future. At the end of April, the Ministry of Commerce announced two specific draft comments on its website.

Experts say the specification is of broad significance, and will enable China's e-commerce market to follow the law and put an end to the situation of different management practices.


China Internet Network Information Center (CNNIC) released a survey report in January this year. As of the end of last year, 210 million netizens in China had reached 46 million 400 thousand, of which 46 million 400 thousand used online shopping, accounting for 22.1% of the total number of Internet users. E-commerce has become a generally accepted business model.

But in the past, China's e-commerce industry is facing a variety of chaotic pactions, but it is facing a situation that can not be trusted. Only a few districts like Beijing have introduced some standardized methods.


The two documents issued by the Ministry of Commerce yesterday are "electronic commerce mode specification" and "online shopping service specification", which mainly cover the assessment requirements for all aspects of business legal person qualification, record keeping license, business conduct, payment method, service system and so on.

It is noteworthy that these two opinions not only regulate all aspects of businesses in the B2B and B2C industries, but also regulate individual traders in the C2C field, requiring that individuals in pactions must be carried out in real names, and the payment must also be kept true.


However, these two opinions do not require personal online shop license and tax payment.

Prior to a normative opinion in Beijing, it was required that the monthly sales of individual stores exceed 2000 yuan, which had to be licensed. The move has caused widespread discussion in the industry.

Yesterday's interview, the Internet industry senior analyst, is looking forward to the consulting company president Lv Bowang highly praised this, "this is China's first national e-commerce industry standardization method, or will have far-reaching impact".

"Some of the local laws and regulations previously issued are not very operable, and it is very difficult to implement. For example, what kind of shop must handle licenses and so on has caused great discussion, and local laws and regulations do not have binding power on Taobao and eBay, which are not registered in Beijing, but it is easy to form unfair treatment."


Reporters also learned from Dangdang and other well-known B2C companies that they are very welcome to the government's national guidelines.

Dangdang spokesman said, "this can effectively regulate the market, is very beneficial to the industry, and also good for the majority of users", and said Dangdang will strictly comply with the requirements of the specification to carry out self-restraint.
